Valentine Road

Valentine Road is a conversion of a 142 room hotel built in the 1980s into 134 affordable permanent supportive housing units and social services. Developed by the Housing Authority of the City of San Buenaventura (HACSB), Valentine Road is the largest State of California Project HomeKey fund recipient in Ventura County.  Services will be from several community partners including Ventura County Behavioral Health, the Ventura County Continuum of Care, and the Ventura County Homeless Services Agency.

Converting an aging hotel into new residences presents plenty of challenges: The project includes occupancy conversion from hotel to residential use, disabled access upgrades, state of the art all-electric water heating and solar power conversion, and the introduction of new site amenities. Although the team anticipated the amount of work to be performed, uncovering building deficiency unknowns during construction requires nimble adjustments to maintain the construction schedule, and a healthy budget contingency to stay on track financially. Building in multiple phases to allow immediate occupancy of portions of the project creates logistical and construction challenges that require close coordination between the developer, contractor, design team, and service providers. The project received its first (of 4) Certificates of Occupancy in June of 2025, and the project is scheduled for full occupancy by year’s end.
