Cypress
Cypress Place at Garden City is a 150-unit, 100% affordable, three-story walk-up garden apartment community located in South Oxnard. The project is being developed in two phases by the non-profit developer People’s Self-Help Housing (PSHH), with a focus on serving large families, farmworkers, and transitional age youth (TAY).
Phase I includes 90 units along with an 8,000-square-foot community building. This central facility offers a large community room with a kitchen, service offices, a learning center/computer lab, and on-site laundry. The residential building’s long, linear form runs parallel to a nearby railroad line, providing a buffer for the expansive green space that forms the heart of the development. This open space stretches from the community building through the site, creating a direct connection to a public park located to the north.
To prioritize pedestrian safety and foster a sense of community, parking is placed around the perimeter of the site, allowing residents to move freely without crossing vehicular driveways.
Cypress Place is among the first projects in the City of Oxnard to be processed under California’s SB 35 Affordable Housing Streamlining Act. Phase I is currently under construction, with initial occupancy anticipated in 2026. Phase 2, with an additional 60 units, is currently in plan check.
