Central Terrace
Central Terrace is a catalyst for the revitalization of Downtown Oxnard, addressing the urgent need for safe, efficient, and affordable infill housing within walking distance of essential services. This effort is a collaboration between the City of Oxnard Housing Department, the County of Ventura, and the non-profit developer and service provider Many Mansions. A companion project is currently in development next door.
As the first affordable housing development completed under the City of Oxnard’s Downtown Code, Central Terrace delivers 87 fully affordable units, including 33 set aside for formerly homeless individuals, providing safe, dignified homes that support long-term stability and well-being. The compact, 350-square-foot one-bedroom units are designed for high efficiency, achieving a density of 207 units per acre on the 0.42-acre site. Social services and community spaces are housed on the ground floor to support residents.
Situated across from the Rescue Mission and within walking distance of the Oxnard Transit Center, a health clinic, grocery stores, and local shops, Central Terrace promotes pedestrian connected community. The development features secure bicycle parking and a repair center for 40 bikes, 39 parking spaces, and seven EV chargers within a gated podium. Residents also benefit from an onsite shuttle service and provided bus passes.
Sustainability is a core feature of the all-electric, GreenPoint Rated Gold building, which includes photovoltaic panels that offset common area energy use. Due to its proximity to nearby produce packing facilities, the project also integrates a pioneering airborne ammonia detection system, the first of its kind.
The building’s design centers around a podium-level courtyard and promenades overlooking a future pocket park. Balcony openings on three sides help channel prevailing ocean breezes through the courtyard, enhancing comfort and natural ventilation. A glass mosaic of housing advocate and County Supervisor Carmen Ramirez, reminiscent of WPA-era Art Deco murals, serves as a reminder of the need for shelter and hope in the community.
Central Terrace received an Award of Merit from the Ventura County Chapter of the American Institute of Architects.
